[OpenLayers-Users] Overlay layer jump durring pan

Oh thanks a lot Ivan.  I put 2.0 ratio earlier and it fixed it.  I just
didn't understand why.

By jumping I meant the overlay layer shifts for a split second to a
different spot before adjusting to the correct spot.
