Just an alternative suggestion :

  Using a Vector layer with a SelectFeature control with hover:true + 
add unique values to your 'default' style of the layer to have your 
small 20x20 images used as icons for your features + register a 
"featureselected" event to display a popup with the original image.

Does this make sense ?
