Hi,
Take a look at
http://www.gdal.org/ogr/drv_kml.html

I'm not sure if you can translate directly from CSV to KML, but you could 
translate from csv- shapefile-kml
You can call ogr2ogr from php if you need to translate at runtime.

[OpenLayers-Users] Read csv file








Hello list,
 
Is there any way to parse data from a csv file to represent as a kml ?
 
The idea is to draw a point over the map for every point of a excel file 
with coordinates in every row.
