[OpenLayers-Users] Buffer objects (parcels, buildings, streets, etc)

Is there a method that exists that will allow a user to click on the map and
then 'buffer' the object by a certain distance?

For example, our Planning department sends out mailings and they need to
'select all properties within 300 metres'.  So, currently, they would select
the property and then have a list of all properties within their distance.

Other departments would use it where they may want to contact owners within
a certain distance of a building. 

We have this data already, just need to know if OL can perhaps calculate the
BBOX based on a distance from a point.
