If you want to do this on the client side: Tim Schaub has developed
basic buffering in a sandbox. Currently, there seems to be some
interest in this again. See [1].

Another option that Tim Coulter and I have implemented successfully in
a project is using a WFS (e.g. GeoServer) and query the features
inside the buffer on the server side. This is as easy as issuing a
request with a DWITHIN filter, which OpenLayers does support.
