The intention is that a single file build should never live in the same
place as the OpenLayers.js non-single file build that is inclued in
trunk. Generally:

  /openlayers/
  /openlayers/lib/OpenLayers.js <- non-singlefile
  /openlayers/OpenLayers.js <- single file

The file -- if any -- in /build/ is irrelevant, and the file that
'ships' in /openlayers/OpenLayers.js can be rebuilt with a full build at
any time.
