[OpenLayers-Users] CQL filter Exception

Hello.
 I am using loadURL to send GetFeature request with CQL_Filter¡£
OpenLayers.loadURL("http://159.226.13.203:8080/geoserver/wfs?version=1.0.0&REQUEST=GetFeature&typeName=CAS:prov_new&CQL_FILTER=name LIKE '"+name+"*'", params, this, highlight, setHTMLx);

I  get the Exception:
 Could not parse CQL filter list.
Lexical error at line 1, column 12.  Encountered: "\u4e0a" (19978), 
after : "\'". Parsing : name like 'ÉϺ£%'. Current Token : "name"

I do not know why and how to solve it.
