[OpenLayers-Users] Empty Base Layer?

Hi,

I currently have a map that uses an OpenLayers.Layer.Image as the baselayer,
and then draws a bunch of vectors on top of it. However, the image in
question is simple enough that I'd really rather just do away with it and
use vectors for my background as well.

What's the best way to do this? I can make a dummy XYZ layer that just uses
blank gifs for all the tiles, but that seems like an enormous hack. What's a
simple way of specifying some bounds and a number of zoom levels, and just
having it be a blank baselayer?
