[OpenLayers-Users] Multi User edit on same Map

Set up a geoserver instance on your local network, create an openlayers map with osm background and a Wfs layer which is the vehicle layer. Allow editing (lookup Wfs editing in the openlayers examples page) and tell all your workers to look at that page. 

This will do what you ask, however the only problem you have is that openstreemap is only available with an Internet connection. So you should serve some basic mapping from your geoserver as a backup.
