The mobile build profile is in the source tree. See

You can use the buildUncompressed.py script to create a non-minified build.

What do you mean by "regular OpenLayers.js"?

or any other OpenLayers.js build hosted on www.openlayers.org then
yes, it includes TouchNavigation.js, it is a full build actually, made
with this profile:
<http://trac.osgeo.org/openlayers/browser/trunk/openlayers/build/full.cfg>.
That is why it is highly recommended to create one's own profiles and builds.
