Not sure if I understand your questions.

But for setting up an SOS you would need to look at something like 52North SOS:

There are a few patches in the OpenLayers Trac for improving SOS support which might help you if you are a javascript programmer, search for SOS in the ticket summary in the OpenLayers Trac.
