[OpenLayers-Users] OL 2.12 and Image layer flicker

I should clarify that I don't have the fix mentioned as #560 working yet.
What I referenced below was for OL2.11 and OL2.10, not 2.12.  So, still
looking through #560 and seeing what I need to do here.
