[OpenLayers-Users] Overlay Opacity in IE7 with black edges

I just wanted to add that this may not have solved the problem when using IE8
with OL 2.13.1, unfortunately.  Must've gotten my development versions
confused.  For some reason, the IE8 browser reports an error when loading
the script which I can't seem to solve.  Might still work for IE7 though.
