[OpenLayers-Users] update baselayer if the old baselayer is out of range

Hi:

When I create a map which contains more than one overlays, and the map is
set with `allOverlays=true`.

Then OL will make the first added layer as the baselayer.

However when the center and zoom changed, the current baselayer may out of
range. But OL does not update the baselayer. Which result in the current
baselayer will keep request data from the server event there is no data.

And idea to fix this?
