Perhaps Rob you need to try older versions of OL to see if it is the problem, I work with 2.11 and all the things I have tried work great. Here it's an old discussion about geojson and mapserver if you're interested: http://lists.osgeo.org/pipermail/mapserver-users/2009-July/061955.html.
