[OpenLayers-Users] Turn off "slippery" panning in 2.13

Hi All,

I am testing the 2.13 RC2 release of OpenLayers and have found out that
panning now has this "slippery" animation effect that I am just not a fan
of. Is there a way to turn off this behaviour?
