[OpenLayers-Users] layer WMS don't redraw

Hi Marc-André,

   A request url which is exactly the same as one previously sent can 
(or will?) be prevented from being sent by the browser.

   Take a look at the redraw method to see what it does when receiving 
the 'force' parameter to true:
https://github.com/openlayers/openlayers/blob/v2.13.1/lib/OpenLayers/Layer/HTTPRequest.js#L135

   It adds a "_olSalt" parameter equals to Math.random(), which make 
sure that the request url is deferent than the one previously sent, thus 
allowing it to be sent properly.
