[OpenLayers-Users] ArcGIS Cache layer on top of WMS?

Is it possible to add an ArcGIS Cache layer on top of a WMS base layer?  When
I try it, my ArcGISCache layer is always offset or misplaced.  My ArcGIS
Cache layer only seems to display correctly if I make my it my base layer.

Can someone please advise?
