[OSGeo BC] Update...

I refactored the wiki a bit.  It still needs to be updated with the terminology that we agreed on for mission/objectives, and it would be great if some minutes / action items could be added to the meeting page.
 
Changes:
 
- Moved membership and meetings to separate pages
- Added categories for "British Columbia Chapter" and "British Columbia Chapter Meeting"
- Followed OSGeo Ottawa's example of starting all new pages as "British Columbia Chapter" to work around flat structure of mediawiki
- Tagged pages with their relevant categories
 
Additions:
- Page for today's meeting
- Page for next meeting
- Page listing current members
- Page for brainstorming presentation ideas
 
I did not add a page for our submission to the OSGeo board for approval.  I think that this should probably go on a separate page (maybe as a template for future LCs and to allow us to send them a specific revision for consideration) but... it's open for discussion.
 
It's a wiki, so go ahead and hack away at it if you want.  If I don't like the changes, I'll just get into an edit-war with you :)  I would suggest a few conventions though:
 
- Use the "British Columbia Chapter" prefix on all new pages.  The easiest way to do this is to create a like to a new page on an existing page that looks like [[British Columbia Chapter Board Submission|Plain English Title]] and then following that link to edit it.
- Tag all new pages with the "British Columbia Chapter" category
- Link back to the main chapter page at the top of each sub-page for better navigation
 
As we move ahead, we'll have to decide what content needs to be in the wiki for easy access, and what (if any) should be on the main OSGeo website.
 
I was thinking about getting you to email me if you dodn't get this message, but that's not going to work.  If you get this and were having problems previously, please let me know.  Otherwise I'll follow up and try to figure out what's going on.
