[osgeo4w-dev] gdal-dev and mapserver-dev updates

Folks,

I have regenerated the mapserver-dev package which now corresponds roughly
to the MapServer 5.2 RC1 source.

I have also regenerated the gdal-dev package, and added in the python
bindings as part of the package.  The swig bindings are somewhat
sensitive to changes in the ABI so rather than keep distinct
gdal-dev and gdal-dev-python packages I've decided to make it a
"supersized" package, with them all in one.  This ensures they are
a clean matchup.

I'd appreciate feedback on any problems with these packages.
