Andrea,

I generally scp the files up.

eg.
scp gdal-1.5.0-1.tar.bz2 
frankw at buildbot.osgeo.org:/osgeo/download/osgeo4w/release/gdal

I then "ssh" in to run the regen.sh script as root.  You will also
need to ssh in to create the appropriate /osgeo/download/osgeo4w/release
package subdirectories which would generally be left owned by the
package maintainer.
