[osgeo4w-dev] LiveDVD, Portable GIS, osgeo4w

Osgeo4w is portable pretty much as is, at least the command line 
utilities like gdal_translate and ogr2ogr are. I don't use openev, 
mapserver, udig, etc. very often so I don't know if they are.

- Move .\OSGeo4W\bin\o4w_env.bat to .\OSGeo4W\
- Edit o4w.bat and change set osgeo4w_root like so:
	set OSGEO4W_ROOT=%~dp0%
- Run o4w_env.bat

All done. :)
