[osgeo4w-dev] packaging a tad bumpy

diff says the "the files differ", while ls says the 7z-created .bz2 is 
~550k smaller:

/home/maphew/bug-7z-no-good-for-setup$ ls -l
total 5000
-rw-rw-r--  1 maphew maphew 2554936 Apr  6 00:23 msys-1.0.11-3.tar.bz2
-rw-rw-r--  1 maphew maphew 2554373 Apr  7 14:57 msys_7z.tar.bz2

Linux tar & bzip have no problem extracting the 7zip tar.bz2.

I hadn't thought of that. I don't know enough about perl or the genini 
script to test further. The packages quoted above are in my home 
directory if anyone wants to dig further.
