[osgeo4w-dev] packaging a tad bumpy

That didn't seem to work.

I copied the scripts to /osgeo/osgeo4w.  osgeo4w_versions_test.sh is now
run in regen.sh and osgeo4w_versions.sh in promote_test.sh.
