 This is similar to #49

 From my installation, OpenEV cannot be opened from the Start menu:
   Start > OSGeo4W > OpenEV
 ... does nothing.

 Inspecting the shortcut properties, I see the target is:
 {{{
 "C:\WINDOWS\system32\ " C:\gnu\OSGeo4W\bin\openev.bat
 }}}
 This should be corrected to simply:
 {{{
 C:\gnu\OSGeo4W\bin\openev.bat
 }}}

 The package version for OpenEV is 1.9.0-4
