[osgeo4w-dev] Updated gdal and gdal-dev packages

Folks,

I discovered the EXPAT based drivers (KML and GPX) were not properly working
as I was building them.  I have corrected this and uploaded new gdal and
gdal-dev packages.  The gdal16 package still is broken in this regard but
it will get the fix next time it is uploaded.
