[osgeo4w-dev] gdal17 repackaged, gdal17-python packaged

Folks,

There were requests for a gdal17-python package a while ago on the list, and
I have now produced this package.  I found a way around the insistence of
the GDAL python "setup.py" script that the compiler be properly installed.

I also took this opportunity to repackage gdal17 with all bug fixes in
the 1.7.x branch.
