[osgeo4w-dev] PROJ, and gdal-dev packages updated

Folks,

I have updated the proj, and gdal-dev packages.  The proj package was
built from trunk and also now includes the HARN/HPGN grid shift files.
The gdal-dev package is fresh from trunk.  It was a mostly clean start
on this tree and there may be problems, but the core and Python bindings
seem to be working well.
