 windows7 brought to light a problem with the variables in the
 postinstall.bat (#122)

 Windows7 (and I think Vista) defaults:

 `%ALLUSERSPROFILE%` expands to `C:\ProgramData`
 `%ALLUSERSPROFILE%\Desktop` expands to `C:\Users\Public\Desktop`
 While all users start menu is `C:\ProgramData\Microsoft\Windows\Start
 Menu`

 Lightly tested fix:
