[osgeo4w-dev] Use and share OSGeo4W

I posted my license summary to 
http://trac.osgeo.org/osgeo4w/wiki/AboutLicenses. Please correct/update 
as appropriate.

I noticed the packaging guidelines ask that maintainers include a link 
to the upstream source on the pkg-foo page, but that not everybody has 
done so. (The world knows where apache comes from, so why bother? :-] ). 
I'll slowly add these links as I perchance to visit a pkg page, but 
would appreciate help as there are so darn many... {grin}
