[osgeo4w-dev] Installer Translation and Documentation steps

As noted previously, we have outlined the steps (and current issues) for 
translating the OSGeo4W installer 
(http://trac.osgeo.org/osgeo4w/wiki/InstallerTranslation).  I have also 
added a section on that page for documentation steps, and there is now a 
link to the Japanese version of the documentation at the top of the Trac 
homepage (http://trac.osgeo.org/osgeo4w/wiki/WikiStart).

If any other translating teams see a problem with any of those steps 
please feel free to edit the wiki steps accordingly.  (and jump into the 
ticket discussion on the open translation issues that are mentioned 
there) Thanks!
