Patrick,

Well, you could use the non-Python aspects of OSGeo4W, and custom
build any OSGeo4W python bindings you want.  That would almost
certainly be easier than starting from scratch.

But you aren't going to get any benefit from the work done within
OSGeo4W on Python.
