 Just to make sure: you are aware that you need to call {{{gdal_merge}}}
 from the "shell" from which you started {{{gdal16.bat}}}?

 But from what brushtyler said this is probably a Vista/W7 issue.  Could
 you run [[http://www.dependencywalker.com/ depends]] on
 {{{%OSGEO4W_ROOT%/apps/gdal-16/pymod/osgeo/_gdal.pyd}}}?
