Maybe that's the "usual" case of having a version of that DLL in system32
that doesn't work with osgeo4w.

That are repackaged binaries from postgresql - including the DLL it was build
against.  AFAIK there's no conflict in osgeo4w with those files.

But I made a little script to verify:  It found following problems in
non-obsolete packages:
