[osgeo4w-dev] qgis-dev missing .bat files

The package 'qgis-dev-1.8.0-1.tar.bz2' in the py27 testing repository is 
missing the batch files from ./bin & ./etc. Well actually it has the 
files but they are 0 bytes.
