FWIW, apt is okay with it:

o:\bin\apt.exe -i etc\setup\setup_test.ini install msvcrt
}}}

Since the 7zip tar/bz2 bug has resurfaced I used msys tar to generate the
archive.

I tried starting osgeo-setup.exe from a command shell with a deleted PATH to
try and make sure it wasn't calling msys or other cygwin programs on my
system, without success.
