 it's beyond my knowledge what's the 'right' solution?

 C:\OSGeo4W\bin\sqlite3.dll and C:\OSGeo4W\apps\Python27\DLLs\sqlite3.dll
 are maybe different versions compiled with different compiling options?

 and it seems all osgeo4w-packages are built against
 C:\OSGeo4W\bin\sqlite3.dll and therefore the dll-(function)-mismatch; no
 idea about further consequences of 'deleting' Python27\DLL\sqlite3.dll
