Yes I used OSGeo4W 64bit setup.

I have a 64bits Windows OS, will osgeo4w 32bits setup and packages will 
work well? 
If so why there is a 64bits setup if it is incompete and 32bits can be 
used?

I suppose you're trying to install OSGeo4W 64bit.   The 64bit build 
contains
less packages than the 32bit version.  It doesn't have apache and 
phpmapscript
for instance.

See http://download.osgeo.org/osgeo4w/versions_diff-x86-x86_64.html for a
comparison.

So you probably want to use OSGeo4W 32bit.
