I suppose you're trying to install OSGeo4W 64bit.   The 64bit build contains
less packages than the 32bit version.  It doesn't have apache and phpmapscript
for instance.

See http://download.osgeo.org/osgeo4w/versions_diff-x86-x86_64.html for a
comparison.

So you probably want to use OSGeo4W 32bit.
