 to solve #418 (just delete a line of code in o4w_env.bat), a new version
 of package msvcrt (msvcrt-1.0.1-11) was promoted.

 o4w_env.bat just sets path for OSGeo4W-packages if they use this bat-file.

 the msvcrt-package contains mainly MS runtimes; these MS runtimes weren't
 changed to solve #418, but were installed again by updating OSGeo4W. that
 is not needed.

 so better to unbundle osgeo4w-files from msvcrt-package.
