[osgeo4w-dev] Wrong GDAL VersionInfo

Hi Jurgen,

You're right, running qgis-rel-dev-g7.bat --postinstall after the change
I've made, fixed the PATH and PYTHONPATH in the .env, and solved the issue!

About the package python3-gdal-dev, do you think it should be installed by
default?
