 I'm trying to install QGIS 3.18.0-5 and 3.18.0-7-981c306f-1 with testing
 installer on a computer without admin privileges, and at the end of the
 install I get this error:

 Besides the error, gdal302.dll is present in that folder.

 I don't if it's related, but then I cannot use SAGA raster algorithms
 inside QGIS, because io_gdal fails to load.
