 I have the same error on clean osgeo4w install (new installer) on a clean
 Win10 machine in pt_PT.


 Moreover when starting GRASS in the first dialog (the one that allows to
 choose a location/mapsert or to create a new one) the option to create a
 location/mapset is broken
