[osgeo4w-dev] Unable to extract /bin/bgspawn.exe

I'm testing the rebooted setup, as I wish to use it to deploy QGIS 3.16 LTR
in my organization.
I encounter the following error :

Unable to extract /bin/bgspawn.exe -- this file in use when installing.

This bgspawn seems used by the setup.exe GUI itself. How can I fix this?
