 = Context =
 I'm currently creating a custom package for my company using
 https://github.com/haubourg/custom-osgeo4w-qgis.

 During postinstall script of custom package, all shortcuts created by
 qgis-ltr.bat postinstall are removed and replaced by a custom shortcut
 ([https://github.com/haubourg/custom-osgeo4w-
 qgis/blob/e95f14e29c7d1cb75f48b4269465587643635fa3/qgis-
 custom/etc/postinstall/qgis-custom.bat see here]).

 = Issue =
 When `qgis-ltr-bin.exe` is executed, it recreates the initial shortcut.
 Which I don't want as it will confuse users.

 = How to reproduce =

 1. Go to QGIS Windows Menu folder
 1. Delete (or move away) all shortcuts
 1. Launch `qgis-ltr-bin.exe`
 1. See the shortcut coming back
