That's outdated.  The current recipes for the qgis packages are at:

https://github.com/jef-n/OSGeo4W/tree/master/src/qgis-rel-dev/osgeo4w/package.sh

Running package.sh will setup a separate osgeo4w environment with the
dependencies from osgeo4w and build the package.

There's also a  workflow on

https://github.com/jef-n/o4w-playground/blob/master/.github/workflows/build-packages.yml

which can produces packages.

Not anymore - because OSGeo4W is 64bit only now.
