Comment:

 r1123 is a partial fix. `bin/foo.bat` is removed, but there is still
 `bin/foo.bat.tmpl` left behind -- which should have been removed as part
 of install by `txtreplace`. I thought that part was already working.
 Perhaps I broke something along the way.
