Comment (by jef):

 `qgis*.vars` doesn't include `SSL_CERT_FILE`, hence it's not included in
 the `.env` and in turn not set, when you start the `.exe` directly (eg. by
 using the shortcut).  In the shell and QGIS from  `qgis*.bat` it should
 work.
