New description:

 Either through GUI or Command line (osgeo4w-setup.exe -q -k -r -A -s

 Would not show mirror sites. Would not download. Finally found log that
 showed that error 12057 appeared for every request.

 Resolved on my PC (Windows 11 Pro build 10.0.2620) by
 temporarily unchecking
 Internet Options -> Advanced -> Security
  _ Check for Publisher's certificate revocation
  _ Check for server certificate revocation
  _ Check for signatures on downloaded programs
  _ Warn about certificate address mismatch

 Did not investigate further.
