いろいろ工夫した結果、この連休中にある程度、メインラインに
マージ出来そうなところまで行きました。

しかしながら、まだテストケースが不十分ですので、
マージは不安になるかもしれません。

また、githubのコメントでも書いたのですが、GMLドライバが
どの国の定義があうかどうか、チェックするロジックが、
GDALのOpen()の中にあって、あまり良くないコードに
なっています。

日本のデータフォーマットをサポートするという議論から
始まっていますが、Genericに、GDAL/OGRのクラス構造や
インタフェースの改善も考えた方がいいかもしれません。

Thank you for your comments and responses in this weekend,
(Actually this Monday is holiday in Japan),
the code are become a state that may be able to merge.

But I think it is still a middle way to place we want to go,
because of lack of test cases.

Also there are still a place where we can improve its logic,
ex. ogrgmldatasource.cpp open() has >950 lines.

We have a chance to join GDAL development to improve its
code especially for GDAL/OGR abstraction design.
